The CFFF allows producers and distributors to apply for funding under two separate “envelopes” of available funding. The “performance-based” envelope is intended for production and distribution companies which have established track records based on box office results and qualitative factors. The “selective-based” envelope is intended for producers and distributors that do not yet have established box office track records.

The budget for development and production financing is allocated by language as to one-third of the total for French language films and two-thirds of the total for English language films. The funds are further allocated within each language allocation with funds going to those producer who qualify for a performance envelope, and the balance to producers accessing funds though the selective component.  Within the English-language selective component, a portion of the funds are further allocated among Telefilm's four local offices for local decision making. 

For English-language projects, production financing from the selective component is capped at the lesser of $4 million per project and 49% of Canadian production costs, although Telefilm may, in limited circumstances, increase the limit up to 64% of eligible Canadian production costs (but still within the $4-million cap). There is no absolute dollar cap if the producer is seeking financing from the performance envelope.

Marketing Financing
Resources within the Marketing program are allocated to distributors who qualify for a performance envelope, with the balance of funding going to the selective component. In 2006-2007, approximately $7-million is allocated to the selective component and $6-million to the performance component. Funding is available for theatrical release costs including the creation of posters, trailers, and test screenings.  The financing will be made in the form of a non-interest bearing advance of up to 74% of eligible Canadian marketing costs for the release of the film.

Development Financing
An eligible production company may obtain development financing provided that the applicant satisfies all other criteria for eligibility.  Financing is granted to projects most likely to be selected for production financing through the CFFF. Telefilm's participation is given in the form of non-interest bearing repayable advances.  For the English-language market, the maximum level of Telefilm's participation at each stage is 80% of the development budget to a maximum amount of $75,000 for the scriptwriting stage, $75,000 for the packaging stage, $150,000 for the greenlight stage. A lower percentage is applicable for companies who are not "small-or-medium sized companies" and for the French-language market, the maximum advance is $150,000 per project over all phases of development.
