Development Funding PDF Print E-mail

How advanced your script is will determine what program you apply for: scriptwriting or packaging (CFFF) or story optioning or script development (Harold Greenberg Fund).  Nothing stops you from applying to both agencies in order to complete your funding.

Telefilm Canada

Tip:
  • If at all possible, apply as soon as you can after the published acceptance date.  Telefilm typically exhausts its available development funding long before its fiscal year is over.

CFFF Development Program
This program offers financing to producers at three stages: scriptwriting, packaging and greenlight. The agency will fund up to 80% of a producer’s development budget within set maximums for each stage. For example, at the scriptwriting stage, a project can receive a cumulative maximum of $75,000 across all scriptwriting phases, from concept through to the final draft of a screenplay. The CFFF (Main program) section on Telefilm’s  website contains detailed explanations of criteria for eligibility, guidelines and application procedures. Note that Telefilm has no set deadline for English-language (outside Quebec) CFFF development applications, but starts accepting  them after April 1, the beginning of its fiscal year, and evaluates them on a case-by-case basis.

Tip:
  • Although Writer's First applicants may be tempted to gloss over certain requirements of the application as picky and time-consuming, that is not wise.  Telefilm clearly states that it will return applications that don’t use 1.5 line spacing and text in 12-point font. It also does not look kindly on those who go beyond the request for a maximum of five pages for the outline and 10 lines for the synopsis.
Writer's First
Funding assistance from Writer's First [formerly Screenwriter's Assistance Program(SAP)], a complementary program of the CFFF, is available for screenwriters who are at various stages of their careers, and can demonstrate certain levels of experience in writing for film or stage. Check the Website for full details.

Screenwriters  can apply for funding at two stages of a script:
  • Outline to Treatment
  • Treatment to First Draft
Optional financing is also available for the services of a story editor. In 2006-07 the maximum funding for Stage One is $11,822  (Story editor: $2,000) and for Stage Two, $16,550 (Story editor: $3,000). Note that Telefilm imposes some restrictions around scripts that are adaptations from other works.
