The money required to develop a screenplay to a production ready-state is known as development funding. This funding can come from the producer, or from a third party willing to support the development on condition of repayment when the project is produced.  These third-party development funds are forgivable loans: if the project does not go ahead, they do not have to be repaid. Unfortunately, there are limited development funds of this kind available for feature films in Canada and they are difficult to obtain because demand far exceeds supply.  That said, it is always worth applying, and re-applying if necessary, to develop a project you believe in.

Development Budget

The costs of development usually include:
  • Option fees for literary material, if applicable
  • Writer’s fee
  • Research or travel expenses required by the writer
  • Script consulting or editing fees
  • Legal fees required to obtain the rights
  • Work-shopping the screenplay with actors
A good template outlining all the specific categories for a development budget is on the Telefilm Canada website. It is in MS Excel format and you can download it to produce a budget and report expenditures.

Both agencies have detailed guidelines and criteria, which are spelled out clearly on their websites. Don’t hesitate to contact either agency directly (numbers are on the websites) and ask for guidance.  Both are staffed by very knowledgeable people who can help with any questions. Note: Funding agencies’ guidelines, criteria and maximums can change from year to year. The details quoted here cover 2006-2007. Always check their websites to confirm the latest information.
